The U.S. government, under President Joe Biden’s leadership, has taken substantial steps to monitor and regulate the rapidly progressing field of artificial intelligence (AI). This comes as a reaction to concerns surrounding the technology‘s swift evolution, which has sparked a wave of reactions from global leaders.
The comprehensive executive order recently released is set to have profound implications on the development, use, and distribution of AI technology. A pivotal component of this order mandates developers of powerful AI systems to share their safety test results with the federal government prior to making them publicly available. Additionally, AI models perceived as potential threats to national security, economic stability, or public health will now require creators to notify the federal government.
A Balance of Innovation and Protection
Addressing both the potential and risks, the executive order plans to facilitate the immigration of AI specialists to the U.S., thereby strengthening the nation’s capability in this domain. It also emphasizes on preventing the malicious use of AI, especially in the production of hazardous biological materials.
Further, the order establishes a proactive approach in watermarking AI-generated content, an essential move to curb AI-related fraudulent activities. This would serve as a mechanism to distinguish human-generated content from those created by AI.

Building on Prior Commitments
This initiative isn’t isolated. It expands on prior commitments from major tech giants like Microsoft and Google, who earlier consented to third-party evaluations of their AI systems before public launch and to develop methods to transparently label AI-generated content.
In fact, last year, the White House introduced an “AI Bill of Rights.” This document provided companies with guidelines aiming to safeguard consumer interactions with automated systems, although it remained non-binding.

The recent executive order precedes Vice President Kamala Harris’s participation in an AI summit in the UK. As the European Union also contemplates AI regulations, the U.S. has been actively collaborating with global partners, including the G7 and UN, to devise a universal code of conduct to foster reliable AI practices.
Domestically, Congress has been proactive, with Senate Majority Leader Chuck Schumer initiating “AI Insight Forums” to delve into the nuances of potential regulations.
