Malaysian officials similarly cited repeated cases of abuse as grounds for their regulatory action. The suspensions of Grok will stay until local agencies have completed their probes into the tool’s compliance and user safeguards.

“No company should be allowed to knowingly facilitate and profit off of sexual abuse,”

said Olivia DeRamus, founder and CEO of Communia. She described limiting features behind a paywall as insufficient to address systemic risks.

Broader calls for accountability are growing, as data indicates a notable rise in nonconsensual explicit image sharing, especially among younger demographics. Safeguards such as the Take It Down Act in the U.S. focus primarily on content removal after incidents occur and stop short of mandating proactive platform liability. Some affected individuals and organizations advocate for stricter standards, citing the widespread harm and psychological impact caused by submission or exposure to unauthorized deepfakes.

“I have since realized that the only actions governments can take to stop revenge porn and non-consensual explicit image sharing from becoming a universal experience for women and girls is to hold the companies knowingly facilitating this either criminally liable or banning them altogether,”

DeRamus remarked.

The multi-layered response to Grok’s misuse underscores the challenges of regulating powerful generative AI in real-time. While government bans and investigative actions demonstrate a resolve to curb nonconsensual sexual imagery, there are practical debates on how far company accountability should go versus user responsibility. Countries are beginning to enact comprehensive regulations—including social media bans for minors and laws against AI-generated child sexual abuse material—but international consensus and enforcement remain inconsistent.
