Pennsylvania has embarked on a pioneering initiative by integrating the AI-powered chatbot, ChatGPT, into state government functions. As AI’s influence in public service sparks widespread discussion, the state has taken a significant step in adopting generative AI technologies for administrative use.
Leading the AI Integration in Government
Governor Josh Shapiro spearheads a pilot program to assess ChatGPT’s effects on the operational safety and efficiency of state agency work environments. The state’s Office of Administration is at the forefront of this initiative, signaling the first sanctioned deployment of generative AI for US government employees. Through this trial, Pennsylvania aims to address any safety and security issues that might arise from the use of the AI tool.
OpenAI CEO Sam Altman expresses optimism, noting the collaboration with Governor Shapiro’s administration will yield insights into AI’s role in responsibly improving state services. Meanwhile, ChatGPT’s impressive information generation capabilities are tempered by occasional errors and “hallucinations,” which could result in the dissemination of inaccurate or fictitious information.
Setting Standards for Responsible AI Use
In response to these concerns, Pennsylvania has established an AI Governing Board tasked with ensuring the ethical implementation of generative AI. The board consists of experts focusing on fostering innovation while managing potential risks. Simultaneously, Deputy Secretary of Defense Kathleen Hicks has initiated Task Force Lima to investigate generative AI’s applications in military settings.
While generative AI shows promise, apprehensions about data security and the mishandling of sensitive information continue to be areas of focus. The US Space Force, acknowledging these concerns, has provisionally prohibited the use of such AI tools, highlighting issues around data privacy and integrity. The Pentagon’s Chief Digital and Artificial Intelligence Office is now charged with overseeing the integration of generative AI in military capacities to safeguard national security.
Additionally, in line with President Biden’s executive order on trustworthy AI, federal agencies have disclosed plans to employ AI in non-sensitive areas, showcasing the versatility of generative AI across various sectors. Pennsylvania’s adoption of ChatGPT marks a significant advancement in modernizing state governance and could set a precedent for digital transformation in government operations.
